Pacifica engaged Group 4 in a multi-phase effort to evaluate the feasibility of renovation and redevelopment options for their Civic Center Campus. The Civic Center lacked nearly all the qualities that reinforce civic pride by the community and inspiration to staff, had no public space and or place for community benefit, and lacked clear and efficient customer service.

Group 4 evaluated various campus redevelopment options both at the macro site level – looking at public space opportunities, public wayfinding and logical building entries, parking and vehicle access, utility and stormwater management – and evaluated the functional and spatial opportunities of the existing building footprints and plans.

Ultimately, Group 4 led full renovations to the existing City Hall and Planning + Parks, Beach, & Rec Buildings, and demolition of the police department building and site improvements.
